Virginia
Today the flag of the Commonwealth of Virginia flies in commemoration of its June 25, 1788 ratification the Constitution of the United States.

Code of Virginia, § 1-506 defines the flag as follows, “The flag of the Commonwealth shall be a deep blue field, with a circular white centre of the same material. Upon this circle shall be painted or embroidered, to show on both sides alike, the coat of arms of the Commonwealth, as described in § 1-500 for the obverse of the great seal of the Commonwealth; and there may be a white fringe on the outer edge, furthest from the flagstaff. This shall be known and respected as the flag of the Commonwealth.”
Croatia
On June 25, 1991, the nation of Croatia declared independence from the Socialist Federal Republic of Yugoslavia.

Designed by Miroslav Šutej, the flag of Croatia was formally adopted on December 21, 1990. Section II, Article 11 of the Constitution of the Republic of Croatia defines the flag as follows, “The flag of the Republic of Croatia consists of three colors: red, white and blue, with the historic Croatian coat-of-arms in the center.”
